Ecological construction supervision
If a construction project is expected to have a “serious” impact on the natural environment, the approving authority may require ecological construction supervision. This is intended as “assistance” and “supervision” in the implementation of measures for the protection of nature and the landscape. However, it is not responsible for the actual feasibility of the project. This is because construction supervision is only involved after approval has been granted and thus after it has been agreed that a project is feasible. Construction supervision is therefore responsible for “controlling” the ecological requirements.
Ecological construction supervisioncan be made mandatory by the nature conservation authority and has the following tasks:
- Ongoing monitoring of the implementation of the project to ensure that the requirements of the nature conservation authority are being met
- Objecting to any deviations found and setting a reasonable deadline for the project to be carried out in accordance with the approval
- Notifying the nature conservation authority if an objection is not complied with within the deadline
- Providing technical advice on compliance with official requirements.
Ecological construction supervision:
- Ensures that ecologically relevant official requirements are implemented during the construction phase of a project
- Checks compliance with the requirements and records their implementation
- Monitors the planned implementation of a project with regard to possible ecological impacts resulting from project changes
- Documents this in the event of ecological relevance
- If necessary, defines measures with the aim of minimizing damage to nature and the environment as far as possible
- Provides nature conservation or landscape planning support during the construction phase
- Informs the relevant authorities and documents the implementation phases
