Review of indirect discharge applications:
Indirect discharge refers to any discharge of wastewater that differs more than slightly in its composition from domestic wastewater and is discharged into another party’s sewer system that has been approved under water law.
Indirect discharges must be reported in writing to the sewer operatorbefore the discharge begins. Typically, an indirect discharge agreement is concluded. The operator is obliged to provide regular reports depending on the type and quantity of the discharge.
Purpose of the Indirect Discharge Ordinance
The IEV primarily serves to clarify whether a wastewater discharge merely triggers a notification obligation to the sewerage company (Section 32b (2) WRG 1959) or whether a permit from the authorities in the form of a notification procedure (Section 32b (5) WRG 1959) is required for the wastewater discharge. Furthermore, the IEV regulates the exact form of the notification obligations to the sewerage company (Section 5 IEV) and the manner of monitoring discharges that are merely subject to notification (Section 4 IEV). In addition, recurring reporting obligations, usually every two years, are stipulated for the indirect discharger to the sewerage company (Section 5 (4) IEV).
