The Water Safety Plan as a legal safeguard for building operators:
The quality of drinking water in Austria is excellent. This is ensured by 5,550 individual water cooperatives up to the transfer point in the building. From this point onwards, building operators are responsible for providing safe drinking water at the tapping points. The Water Safety Plan (WSP) concept is recommended by the WHO for the application of a risk-based approach and also as a building WSP for use in drinking water installations. The consistent implementation of the WSP concept protects human health from hazards through an individual analysis for each drinking water installation.
A water safety plan (WSP) is based on a system description, a system assessment, the definition of risk control measures and the verification of these measures. The creation of a water safety plan is anchored in the EU Drinking Water Directive 2020/2184 for the following priority locations and will also be legally binding in Austria from the beginning of 2023:
- Hospitals, healthcare facilities and retirement homes
- Childcare facilities, schools, educational institutions
- Hotels, accommodation facilities, campsites, restaurants and catering establishments
- Sports and shopping centers
- Leisure, recreation and exhibition facilities
- Prisons
TÜV AUSTRIA supports the creation of a Water Safety Plan (WSP):
TÜV AUSTRIA provides support in the following subtasks for the preparation of a Water Safety Plan according to CEN/TR 17801:
- System description: Documentation of all system components of the entire building. Recording of information on the user groups, the mode of operation and the frequency of use.
- System evaluation: Recording of all possible hazard points both in normal operation and under all conceivable deviations in the path of the water in the installation from the point of entry to the point of use
- Risk assessment: evaluation of the previously identified hazard points with regard to their risk based on the probability of occurrence and their possible effects.
- Verification and revision: the established WSP must be continuously verified and revised if necessary. Unexpected events must be taken into account and incorporated into the water safety plan.
