Copper and Metal Scrap: End-of-Waste Criteria
EU has established regulations that set the conditions under which certain types of metal scrap — iron, steel, aluminium, and copper— are no longer considered waste.
Specifically, Regulation 333/2011 relate to the transfer of iron, steel, aluminium, and aluminium alloys scrap, while Regulation 715/2013 relate to the transfer of copper scrap, from the producer to another holder.
Their aim is to promote high-quality recycling and enabling the free movement of recycled metals across the EU.
Key aspects
- End-of-Waste Definition: Scrap metal is no longer considered waste once it meets specific quality criteria.
- Product Quality Requirements: The primary goal is to ensure the consistent quality of recovered metal scrap, making it suitable for use without further processing that harms the environment or health.
- Statement of Conformity: The certified producer or importer must issue a statement of conformity, confirming compliance with end-of-waste criteria and facilitating free movement within the EU.
- Quality Management System (QMS): Producers must implement a robust QMS with documented procedures to ensure ongoing compliance with quality and environmental standards.
